I had to be away soon after putting up this post. I just got back and am reading all the new replies.

What you cite is exactly the kind of reasoned thinking displayed by not only Kerry but other Dems as well. I think I recall Clark speaking about it, and Bob Graham, before he dropped out (and maybe even afterwards, too).

The key word that you rightly highlighted is 'effective'.
