I remember hearing a brief interview with Rachel Maddow immediately following Hurricane Katrina. Thats how I remeber his name, Maddow interview Haddow (they mentioned the similarity) ;) Please note that he will describe FEMA as it responded to emergencies under James Lee Witt, when there was a plan. From what I remember his MAIN POINT was that there was rarely any miscopmmunication between local, state and federal officials because they made decisions in the same room.... decisions were made jointly.... no blame games.... Would have been nice?


BIO:

George D. Haddow is a founding partner of Bullock & Haddow LLC. Mr. Haddow served as the Deputy Chief of Staff to the Director of the United States Federal Emergency Management Agency (FEMA) during the Clinton Administration. He was responsible for policy formulation in the areas of disaster response and recovery, public/private partnerships, public information, environmental protection and disaster mitigation. He served as Director of FEMA’s Office of Public Affairs and was responsible for implementing the first customer service program within the Agency. He was one of the principal of FEMA’s national disaster mitigation initiative entitled Project Impact: Building Disaster Resistant Communities. Mr. Haddow also managed FEMA’s disaster management and mitigation projects in Argentina, Honduras, El Salvador, Nicaragua, Guatemala, Dominican Republic, Haiti, Ecuador and the Bahamas. Prior to coming to FEMA, he worked in the U.S. Senate and in the private sector as a hazardous materials and transportation planner. He also serves on the Adjunct Faculty at the Institute for Crisis, Disaster and Risk Management at George Washington University in Washington, DC where he teaches graduate level courses in “Crisis and Emergency Management” “Hazard Mitigation in Disaster Management” and “Public Communications in Disasters.” He is a Co-Author of a disaster management textbook entitled Introduction to Emergency Management published in June 2003 and Introduction to Homeland Security published in September 2004.
