I could be wrong, but I don't think these are matters that are under the purvue of the Grand Jury. Rove may indeed by a master debater (sorry, couldn't resist :) ), but the government wouldn't need to seek indictments to prosecute him under the relevant laws. Again, just my opinion, but it looks like it would be a slam dunk case to me (unless Rove gets pardoned, of course).
