They are way to complicated and difficult, containing measures that have so many different impacts upon each member, depending upon their situation at home, that Leadership rarely forces members to vote any particular way on it, letting them each do what they think they need to do.

Did it ever occur to you that these members voted the way they did BECAUSE THEY WANTED TO?
