Well it looks like the Bush admin is taking a page from the Kerry playbook by reaching out to Europe. I watched Cspan this morning and Rumsfeld was talking about assistance from Europe in Training Iraqi special ops and police forces. So begs the question are we trying to lower troop levels in Iraq in order to start planning for Iran or Syria? Should not say planning but start first phase of the plan already in existence.
