That is the jury instruction from judges in the court of law. That is how it works in the US.

Outside of courts the burden of proof is on the person making the positive claim. If you claim there is a god, you have the burden of proof - not atheists. If you claim there are UFO's from another planet visiting the earth, you have the burden of proof - not the doubters. Likewise, if you claim that Bush conducted 9-11, you have the burden of proof. Lacking evidence in all these cases the default position is the negative.

In the case of the truthers: not only do they not have any evidence that Bush conducted 9-11, what they claim as evidence is ridiculous. What they claim happened is obviously impossible. There is ample evidence that truthers are full of shit.
