Sharon didn't take it seriously. It meant he would have had to make real concessions to real Palestinians.

Arafat didn't want anything to do with it. It meant he would have to share power with a "prime minister". Both prime ministers were appointed by Arafat; neither had any independent political base or any real power.

To Bush, it was just the usual figleaf that allow him to say "see, guys, I'm doing something!" when he really wasn't.

Everybody pretended to drive like they were going somewhere, but the map led to a dead end. And speaking of dead, we are still counting them.
