Hadayet had to break a few laws before he could even start shooting, so those didn't do anything to "protect the safety of passengers and airline employees"; what did was one of the El Al guys being armed and putting a few rounds into him. That's also what happened in the Vienna and Rome airport attacks in 1985, by the way: all the bullets that were extracted from the corpses of the terrorists turned out to have come from the guns of El Al employees.
