When I read the OP, I assumed the perp in the story was an estranged/former significant other, or perhaps a stalker, but at any rate someone known to the victim. I assumed that the cops would not be watching the apartment unless the perp had a personal motive to harm the woman, and was therefore more likely to come back.

Asserting that Katya was cherry-picking suggests she(?) was trying to make a point, and I think she was, but not the one you were thinking of. I rather think the point was that you can be murdered even with the cops right outside your front door, which is a persuasive counter to the argument (used for example in this thread http://www.democraticunderground.com/discuss/duboard.php?az=view_all&address=118x269678) that if you're threatened with violence by an intimate partner, you should rely on the police to protect you instead of carrying a firearm.
