The only other advice I could offer would depend
on who you have in mind for your PhD advisor.

I had a similar experience myself, not sexual
harassment but advisor neglect. I finally decided
that my advisor was telling me in his indirect way
that I didn't need close supervision.

So I just worked independently and submitted my thesis.
Worked out pretty well.
