4. Yes. I know people that have been doing this for years.
They live in TJ and trolley into town. Some have friends on the US side of the border that let them park their car in front of their home. They cross, trolley to the friends place and drive to work or school. The only problem may be the lines that you would have to wait in for customs check. But if get there early enough in the morning, the wait wont be that long. You could live in the La Playa section, right over the border. Its on the beach and the homes are a little more up-scale. A friend of mine rents a 2 bdrm house a block from the beach and pays $400.00 a month. I'm considering doing this myself.
