Where his wife windy was in control of Kenny 'boy' Lay's purse strings. Texas A&M was wise enough to cancel out Phil baby. But what is indeed funny is what he said a few years back about the 'National Debt' ....Phil and Windy both belong behind bars along with Kenny Lay.

" "I taught economics for 12 years at Texas A&M." Gramm said. "And I have been teaching the same subject in Congress for the past 14 years. And, believe me, Aggies are a lot smarter."
