The vote was 5-1, IIRC. Only Byrd voted against it.

I'm already composing some mail to Feingold and Kohl demanding an explanation for their absence from that vote. You all should do the same (but with your own senators, of course).

This has to be a new record for Congressional irresponsibility. $87 BILLION dollars allocated on the vote of 6 people. Disgraceful (but unfortunately, I'm almost used to this sort of irresponsibility at this point...).
