...When we (the United States) were not doing anything to Osama and his co-horts?

Osama bin Laden is a firm believer that the Middle East should be for Muslims only. He never liked Saddam, in parts because Saddam isn't a good Muslim, because Saddam had equality for women (okay, he treated everyone like shit) and because of the large non-Muslim community that was present in Iraq before we invaded Iraq.

Ronald Reagan created Osama. He needed fiery young men to fight the Soviets in Afghanistan, and Osama was more than up to the challenge. Reagan's government trained and equipped al Qaeda and sent them to run off the Soviets--which they did.

After the Sovs pulled out of Afghanistan, Osama was okay with the US.

Then Bush the Elder decided to hold a war against Iraq. Osama hates Saddam, so he was okay with that too.

Then Bush the Elder decided to leave American troops in Saudi Arabia permanently. Saudi is Osama's homeland. Osama wasn't okay with that. Osama became extremely anti-American.

All the subsequent attacks--the two WTC attacks, the Pentagon, the Cole, Khobar Towers--were designed to force the US to leave Saudi soil.

That's what we did to Osama.
