3. Ok. I will give a brief synopsis.
It basically describes how , under Chávez, the role of the military in government and society has increased; it also mentions factors and conditions in this changing role going back to the 60s (the Puntofijista era, or Fourth Republic - 1961-1999) and describes, among other things, how it relates to Chávez's domestic policy, agenda , actions, et al. While conditions are slightly different today in some ways (the military reasserting a role in defense from outside intervention, for instance), most of what the paper describes holds true. Since the paper is pre-2002, it also provides insight into conditions before the events of April 2002, a major turning point and principal platform through which Chávez gained international fame.
