4. the governor of LA should

There are plenty of people in Louisiana that came there from Canada (aka the French Cajuns). These were at one time Canada's citizens but they had to leave Canada to avoid persectution. Maybe it was a long time ago, but I think that Canada's help and all other countries, places, people, etc. that want to help should most certainly be allowed to do so.
