If you're using a ms os try:

ping -t www.yourisp.com

See if you get any dropped packets. If so it might be that your connection is bad. Unplug the power from your modem and router, wait 5 minutes and plug them back in.

If not try a tracert www.google.com and see if any hop is particularly bad.

"The Internet" as a whole rarely has problems. It's been a few years since a worm went out and nailed everything with ARP requests. Things are a little tighter now. Problems with a big carrier's backbones still happen occasionally.
