5. I'd make the House of Representatives truly representative.
There are a couple of ways to do that. We could use some form of proportional representation to elect the reps from larger states. Alternatively, we could select reps by lot, with no exclusions, except for true incapacity. The nice thing about the latter mechanism is that it eliminates electioneering.
