what they're doing is spotting illegal activity and then calling the cops. They're not stopping the people. They're not harassing the people. They're just calling the cops and telling them where they are.
If you call the cops because you see somebody killing somebody else, does that mean you're responsible for the criminal activity? Does your calling the cops justify the murderer killing you too?
