7. Not really a 'solution' - but it might mean things aren't quite so bad
If reconstruction had been done purely by Iraqi companies right from the start, with just materials imported where needed, or specialist engineering, the infrastructure would be a lot better, and maybe the insurgency would have less support. But it's not as if this will 'solve' Iraq now. The fighting is about a lot more than crap infrastructure, or stolen money.
