pukes will defund SS and MC. At least I don't think they will make a public display of it. I believe you are correct on the debt ceiling though. Possibly the pigs will set the debt limit and let the administration set the priorities so that we take all the heat. This is why control of the house is better imo than the senate or executive office. And this is why, again imo why it was a mistake for the 111th congess to have delayed approving the budget until after the election. However, if they had done so, given the current economic situation, the possibility exists that we would have done ever worse than we did.
