So if the black prison population is 4 times greater proportionally than the overall black population (something like 13%) in the US, that would make for about 48% or so of the US prision population black. Let's say for the sake of example that the black population in England is 3%. If it is 7 times greater proportionally in prison, that would make the black prison population 21% of the overall prison population. At least, I believe that is what the OP is saying, though I admit I could be reading it wrong.
