I see that Bush is opening the door to Hispanics in response to his corporate masters. But I'm very puzzled about his having the political courage to do it. He is going to get the approval of a group that by and large does not vote and in exchange he's going to lose a LOT of support from his core constituency.
The only context in which that makes sense is if Bush knows the numbers on the voting in the Presidential election don't matter ...
