Making sexual advances toward minors is not acceptable under the law. By reading the articles regarding Foley's follies the picture is made quite clear that he was exploiting underage young men with the goal of attaining sexual pleasure of some nature. Makes no difference whether a 16 year old is responsive or not to such sexual advances. The premise is that young people are not mature enough to make sexual decisions of this nature. People of power, politicians, priests and others of authority can use the power role to exploit the sexuality of youngsters.
