I was born and raised in Manhattan. I got my driver's license when I moved to Queens, married, and had kids. Very few people who live in Manhattan own a car and drive. You get around using mass transit.
Yes, you are correct this does target City Dwellers; the majority of whom are DEMOCRATS.
