A National Heritage Area has nothing to do with minority issues. It is a matter of promoting heritage-based tourism, encouraging historic preservation, and providing advice to local governments on land preservation. The intent is to preserve a historic rural corridor along Route 15, including Leesburg, Frederick and Gettysburg.
