AUSTIN - The governor's enterprise fund that Comptroller Carole Keeton Strayhorn dismisses as corporate slush money should get axed, she said Wednesday while touting her "Shake Austin Up" plan.

She also proposes to ban lobbyists' gifts to lawmakers, end all state contracts with Washington lobbyists and bar state elected officials and state employees from lobbying for four years after leaving the government payroll.

Strayhorn's reform proposals also call for:

•Allowing Texans to place issues on election ballots through initiative and referendum.
•Making all signed contracts available for public inspection.
•Creating an independent redistricting commission.
•Requiring all nonceremonial votes of the Legislature to be recorded.
