These men obeyed what was explicitly an illegal order, the order didn't come from Bush, it came from their commanding officer, according to the accused.

I'm not a Bush fan, but we all need to stop putting every crime committed by the troops at his door.
Some of these soldiers and marines may have gone into this with their own bigotry and racism already in place, and to always point the finger at Bush is like blaming a parent when their adult child decides to climb up into a tower and start shooting people

The troops accused of these crimes may very well have thought that they had a free pass, mainly because the US refused to participate in the ICC, and if I remember corectly a majority of Americans
agreed with this refusal, to the point that some in the Congress even threatened to "send in the Marines" to free any American troops being held for war crimes, should another country turn an American troop in.

So, in a way this is not only Bush's fault, but the fault of the American public as well.
