On August 12, 2003, on the floor of the House of Representatives, angered by the US Supreme Court voiding Texas' authoritarian Homosexual Control Act, a law that criminalized private sexual conduct, Ron Paul said, with great clarity and force, "there clearly is no right to privacy nor sodomy found anywhere in the Constitution." He then said, "There are, however, states’ rights." And he believed, that these "states rights" give Texas "the right to decide for itself how to regulate social matters like sex, using its own local standards."
