8. same as the last GEs, turnout numbers, voter oppression & a couple percent who throw away

a couple percent who throw away, waste their vote by leaving blank, or writing in some random name or vote for some spoiler who doesn't have a chance to win.

a couple percent makes/made the difference- in many districts a couple hundred votes, in some states a couple thousand votes make/made the difference. Handed the election to republicans!
