Tariffs can hurt agriculture too if not structured right.
But the basic needs are these:
1)Manufacturing shouldn't have to compete with cheap labor or lax environmental standards.
2)Agriculture needs steady prices on inputs and sales.
Those are two different sets of needs and trade policy should be attuned to that dynamically.
But there is another problem with manufacturing in particular, corporate perfidy. US corporations will do anything to increase profits, including offshoring manufacturing, so there should be some penalty for that behavior.
Patent forfeiture comes to mind.
If you decide out of greed alone to move your engine plant to Indonesia, well maybe we should auction the patents to a company that wants to build them here?
Offshoring manufacturing for foreign markets makes sense environmentally, but goods we use here should be made here.
