You can's do things like guaranteee coverage for pre-existing conditions and extend coverage to adult children if the risk pool isn't expanded. And until people decide to voluntarily get coverage, either mandate for coverage, or an all-in, no one out system is necessary. But don't confuse the idiot Trumpsters with facts.
