since it envisions "working with the DNC and other allied groups" in attacking Republican candidates. My guess is that it came from one of the pro-Hillary SuperPacs such as American Bridge 21st Century, which does opposition research on Republicans. If this is the case, this document is not, at least not by itself, evidence of bias or collaboration in promoting Hillary Clinton; it simply shows that they were sharing ideas and information.
