Voting in a party's nomination process when you aren't a member of that party is a privilege, or have you not noticed that the Republicans legally exclude unaffiliated voters from their primary in California?
If you want to vote in the Democratic Party primary, become a Democrat (you don't even have to remain one!).
If you want to be unaffiliated and still vote in the Demcratic Party primary, hey, they'll let you, that's how badly they want you to.
But you have to learn that it's open to you.
And it's not the job of California election officials to tell you this information though many of them do in order to help you.
