7. Ours get treated as provisional, at least that's what happened back in 2008.

My husband and I were going to be out of town on election day and took advantage of early voting here in California. I could have voted by mail, but I knew that was going to be a provisional ballot, so my husband and I made the 90 mile drive from our home to the voter's registrar's office on a Saturday because it was the only place offering early voting, and I wanted an actual voting ballot and not a provisional ballot. Obama won and I was happy to have the opportunity to cast my vote for him.
