When the "designer drugs" were first hitting the scene 20+ years ago there wasn't the organized crime infrastructure in place to monopolize the production of these substances. The party scenes in major cities were primarily supplied by local entrepreneurial chemists/alchemists. Much like with small boutique businesses, these small batch manufacturers, out of necessity, prioritized purity and potency. The cartels and crime syndicates are like Walmart, making inferior products available in mass and at steep discounts. They co-opt or kill designer chemists.
