No, she broke the law AND refused to do the job for which she was being paid. And another thing, Kim. FEDERAL LAW trumps State law. EVERY TIME. If you were really astute at your job, you'd know that to be true.

Now, she wants another crack at abusing taxpayer money for her religious piety. Oh, please, fuck me blind.
