I usually don't make eye contact with passers-by and I don't really talk to strangers unless they talk to me first.

I often say hi to people who look like they need a pick me up. I often say hello to older people.

Definitely a small town custom. Can't imagine saying 'hi' to every stranger on the street in NY.
