2. Does it strike anyone that the idea of these major rivers separating states

(Ohio River, Mississippi River, Missouri River, etc) should not be under the jurisdictional control of a state, but that they should be under federal control?

The Coast Guard already has major responsibilities for these rivers; they are too vital to be left to partisan and financial interests.
