As is Greece, Germany, Denmark, Finland, Belgium and (unable to spell correctly some smaller places). And I think that Norway, Switzerland, Monaco and the Vatican are kept separate. AFAIK, Turkey was not allowed, and all those former soviet republics are not quite ready, with a number of names I won't try to list.
Why are the Germans allowed such a loud voice in affairs if they just a member state - do they have special rank in this?
The EU appears to not have been the European version of the USA as it may have been envisioned to be with each state an equal partner. And we don't treat territories and DC the same as the rest, ourselves.
Are they all subject to the EU's version of the human bill of rights?
Why is full membership based on debt, etc. Why not just leave them have their own financial system, good or bad - unless it's a problem of stability?
