And that makes it federal, and he can go to the SCOTUS.
I'm not saying that's right. I'm just saying that's his "thinking."

So reading the text it appears that he 'has the assets', but will not put them up for the appeal.

If it his property is seized he instigated it by not providing cash for the appeal.
