I can't vouch for their authenticity, but I've seen multiple reports that he can't be briefed because he won't shut up. He interrupts and then babbles on about his opinions. It has also been mentioned that anything with more than a page or two that is not a few bullet points and graphics is pushed aside without more than a glance.
There is also the possibility that he is not being given any sensitive material because he talks too much.
So, yeah, he was not briefed.

Just like coronavirus testing, if he doesn't read the PDB, the event didn't happen.
