Plenty of places have takeout drinks. DC has takeout bottled cocktails but you have to buy food too, not just alcohol. Then you take it home to drink it. It's quite awesome.
Outdoor public drinking laws also vary. Some places you can have outdoor seating in front of the bar, which can be loosely defined and extended for social distancing. There have always been alcohol vendors selling stuff on beaches, outside sports venues, and so on.
