I listened to the entire taped segment and neither one said unemployment claims at 9% or at double digits. Unemployment claims is not given in percent, and it is never in "double digits". Sigh. Typically (first time) unemployment claims is a number like 255,000 or 320,000 (and as we know, been in the multi-millions each week for the last 9 weeks).
