Billed a "significant increase."
On Thursday the case count wasn't meaningful. It had sharply increased to 36 on Wednesday and was back to 19 on Thursday. The difference was "significant" when it was a 17% increase, and ignorable with it was almost a 50% decrease.
That's how the news game is played.
Look for more than a one-day spike, esp. when there's a spike like that every 5-6 days. Perhaps groups come in for testing, perhaps test result get returned in lumps.
