Airlines have reduced their flights by as much as 90%, and some have cut routes or airports altogether. I know that Delta has stopped flying to some airports where there is a larger one in the area. So the new landing and takeoff schedules are probably based on the fact that there are fewer total flights and the remaining ones are concentrated at the larger hub airports. The layoffs will probably be of airline staff and airport employees at the smaller airports that are being cut.
