Sounds like the instructor had a thing for the student and lost control when the student didn't move. Sounds like an anger management issue, which no instructor should have, especially in the classroom.
I've taught but it was in a different environment, in a corporate environment, so in theory, I had more control of the students (e.g., talk to their bosses if I needed to, which I never had to, thank goodness).

No, he should not call any police, in College its up to you if you attend class or not
