You can tell by their bank balance, their major, their uniform or profession, the color of their skin, their accent, what country they or their ancestors came from, who their brother or cousin is. It makes judgement really, really easy--no thinking required at all. "Look at his clothes, he must be a good, high-character person. And that person over there, look at his clothes, he's obviously poor and lazy."
(Actually, that cuts both ways. Just the dead TX officer was a Sikh, but that doesn't mean "he was a good person" any more than the fact that another cop's being black or Xian means *he* was a good person. But the Sikh had good character references, both before and after death, so it goes beyond something that "wearable".)
