He wanted 25 BILLION at once - and more. Various different amounts. He'd probably have gotten 1B with nobody batting an eyelash if he'd framed it as "maintenance, repair, and some new stretches of fencing." No: "BIG BEAUTIFUL BRICK WALL FROM SEA TO SHINING SEA THAT MEXICO IS GOING TO PAY FOR," and then Mexico wouldn't so of course we gotta cover his bravado to save face with the redcaps so he could say he still "GOT HIS BIG BEAUTIFUL BRICK WALL..."

I'm sure part of it is he wanted the Democrats to oppose him so he'd have another recap-rally yowling point.
