LAist.com: Oh My Girl...an eight-member, all-girl K-pop group...were headed to the United States to shoot images for an album cover and to perform at an event on Saturday. Upon landing (in Los Angeles), however...the band's agency said immigration authorities searched the group's costumes and props, then decided to detain them..."Then, probably because of their young age, they seem to have mistaken them as sex workers," a statement from the(ir) agency said...(But) (t)hey...also...indicated there may have...been some problem with the band's visa...

It's very likely that OMG wouldn't be paid for the photoshoot, and were to be reimbursed rather than compensated for performing at the event. So my guess is, their agency believed that a tourist visa (as opposed to a work or performance visa) would be sufficient because they would only be there for the weekend and would not be turning a profit. As for the sex worker charge, well, Los Angeles in particular sure doesn't need to import any underage sex workers!
